Snowboard is a great Cydia tweak that allows you to customize your app icons with themes. You can theme your iPhone or iPad with Snowboard running the Unc0ver Jailbreak or the Checkra1n Jailbreak on iOS 13. You can also use Anemone on the iOS 13 Jailbreak to install themes but today I show Snowboard as I prefer this tweak. These themes change the look of the actual app icons it does not involve any web apps, where you must hide the real app icons in a folder.
